Most towing problems are load problems wearing a hardware costume. Tongue weight should sit around ten to fifteen percent of the trailer's loaded weight; below that a trailer begins to sway at highway speed, and no coupler or hitch pin corrects a trailer packed tail-heavy. Load first, weigh second, buy third.

Weight-distribution bars transfer part of that tongue load forward onto the tow vehicle's front axle, restoring steering feel and headlight aim. Sway control is a different device for a different failure, and on a long or tall trailer you generally want both rather than either.
